It’s rare to see a snowy owl in the wild — it’s every rarer to see one in the city. A snowy owl named Duchess is causing a big hoot after landing in the District last week. North American snowy owls typically don’t fly further south than the Great Lakes or the Cape Cod area. But with the latest winter snow bringing eight inches of snow, Duchess has made a comeback.
